The Sustainable Development Goals of the United Nations, also known by its acronym SDG, refers to the initiative promoted by the United Nations (UN) towards the adoption of a set of 17 goals of universal application focused on eradicating poverty, protecting the planet and ensuring prosperity for all as part of a new sustainable development agenda (1): the Agenda 2030 on Sustainable Development. These goals were set in 2015 as the predecessors of the Millennium Development Goals (MDG), and are intended to achieve those targets that could not be achieved over a period of 15 years.

La pandemia de COVID-19, o SARS-CoV-2, está afectando a la economía de todos los países y territorios del mundo. Incluso en la República Popular China, Corea del Sur, República de China (Taiwán) o Singapur –países que han superado las fases más duras de la pandemia-, el impacto ha supuesto una caída de sus respectivos PIB en el primer trimestre de 2020.

Uno de los sectores más afectados por el COVID-19 ha sido el Turismo, incluyendo en el mismo a los diferentes medios de transporte, alojamiento, restauración, intermediación u otros servicios auxiliares. En consecuencia, los viajes realizados por representantes de gobiernos e instituciones en el ejercicio de sus funciones, así como la celebración de reuniones bilaterales, cumbres, foros y conferencias, se han visto afectados de forma temporal a causa de la pandemia. Muchos de estos desplazamientos han sido pospuestos o se han realizado de forma virtual.

The COVID-19 pandemic, or SARS-CoV-2, is affecting the economies of all countries and territories around the world. Even in the People's Republic of China, South Korea, the Republic of China (Taiwan) or Singapore -countries that have overcome the hardest phases of the pandemic-, the impact has meant a fall in their respective GDPs in the first quarter of 2020.

The travels made by governments and large institutions within the framework of their international relations - to deal with State affairs, the negotiation and conclusion of treaties, agreements, covenants, international conventions, the normal course of diplomatic and consular relations, or the participation in international conferences, among others - are dynamic and have a high positive impact at the economic and social level.

Los viajes GITT (Governmental and Institutional Travel and Tourism) están tan asimilados en el imaginario social que, prácticamente, no nos damos cuenta de que suceden constantemente a nuestro alrededor. Las visitas de ministros, presidentes o expresidentes, miembros de la realeza, etc. están a la orden del día, tanto en la realidad como en la ficción que constantemente consumimos en series, películas, novelas, etc. Ello hace que no seamos conscientes de la cantidad de requerimientos y características especiales que rodean a estos desplazamientos; tanto de seguridad, como de protocolo y otros tipos.

GITT (Governmental and Institutional Travel and Tourism) travels are so assimilated in the minds of today's society that we hardly realize that it is constantly happening around us. Visits by ministers, presidents or former presidents, members of royalty, etc. are the daily routine, both in the real world and in the fiction that we constantly consume in series, movies, novels, etc. This makes us unaware of the amount of requirements and special features that surround this type of travel; both security, protocol and other types

El ser humano ha realizado desplazamientos por todo el mundo, prácticamente, desde el inicio de su existencia. El instinto del homo sapiens, siempre nos ha conducido a la exploracióny colonización de diferentes territorios, gestándose así las ciudades, Estados y países en los que ahora vivimos.

Una de las formas más comunes e importantes de desarrollar la diplomacia, y que, además, tiene una relevancia fundamental, son las visitas que los Jefes de Estado u otros miembros de gobiernos e instituciones, realizan a otros países con los que mantienen relaciones diplomáticas. No obstante, existen varios tipos diferentes de visitas según quién las realiza y el propósito de las mismas. Por ejemplo, no es lo mismo una visita de Estado, que una visita de cortesía, al igual que no recibe el mismo nombre la visita que realiza un Rey, como jefe de Estado, que aquella que es realizada por un ministro.

One of the most common and important forms of diplomacy, which are also of fundamental relevance, are the visits that Heads of State or other members of governments and institutions make to other countries with which they maintain diplomatic relations. Many episodes in the history of mankind, and unfortunately, although increasingly isolated, in our present, have been marked by war. These dark events, which pit two or more factions against each other using force and weapons, paralyze almost all daily activities. However, despite the escalation of war, there is usually a continuous effort, or willingness, on the part of both sides, as well as third parties, to settle the conflict as soon as possible.

Although the travel of governments and institutions has evolved significantly in recent decades, it is true that they experienced a major boom during the so-called Cold War, which maintained a constant tension between the Western bloc, led by the United States, and the Eastern bloc, with the Soviet Union (USSR) as a reference.

El germen del motorcade, o caravana de autoridades.

Las caravanas de autoridades, denominadas a veces como presidenciales o, directamente, motorcade, son un fenómeno protocolario y de seguridad con gran trayectoria histórica. En términos absolutos, han existido desde el inicio de la civilización como tal, debido a la necesidad de trasladar, por vía terrestre, a líderes u otro tipo de autoridades entre dos puntos concretos.

Autocades, sometimes called presidential motorcades or, directly, motorcades, are a protocol and security phenomenon with a long historical background. In absolute terms, they have existed since the beginning of civilization as such. The Faculty of Tourism and Finance of the University of Seville as Institution and Dr. José Luis Jiménez Caballero and Dr. Francisco Serrano Domínguez as researchers within the institution itself, by virtue of their wide research work, they have contributed actively together to Mr. Diego Fuentes Díaz, CEO and President of the company VIP World Events, which is also an Affiliate Member of the UNWTO (United Nations World Tourism Organization), in the development of a new tourism concept, that it has been named Governmental & Institutional Travel & Tourism.
